can I file form 16 in the month of August 2020 for F. Y. 2019-20

Form 16 is a certificate issued by employer to their employees, there's no filing of form 16.

Are you asking about filing of your income tax return.?
Than for filing income tax return of A.Y 2020-21 last date is 30th November, 2020
