Anybody (not a senior citizen)whose income from interest on securities/interest other than “interest on securities”/units/amounts referred to in clause (a) of sub-section (2) of section 80CCA not exceeds maximum amount not chargeable to tax can file DECLARATION u/s 15G .

(1)section 197A  No deduction to be made in certain cases.

no deduction of tax shall be made u/s 193 194 194A 194EE 194K in the case of an individual, who is resident in India, if such individual furnishes to the person responsible for paying any income under above mentioned sections a declaration in writing in duplicate in the prescribed form and verified in the prescribed manner to the effect that the tax on his estimated total income of the previous year in which such income is to be included in computing his total income will benil.

since section itself using word total income and not gross total income hence income after considering deduction u/s 80 will be taken as the criteria

(2) an asset can be owned by more than one person and all of them can very well claim depriciation on proportionate cost pf acquaction which one peroson has beared provided there shares in assets are known and determinante.

in this regard few importent provisions are made u/s 38 see them.
