Dear Experts,
A and B are joint owners of a flat in Bangalore and wish to sell it. Both are non-resident as per Income Tax Act.
A's AO is international tax ward Mumbai while B's AO is in Kerala.
To whom one should apply Form 13?
Is there is a notification that in NRI cases, any international tax office can accept Form 13 irrespective of AO jurisdiction? If yes, please guide me to it.

I think, with both the AO separately, for the amount of gains/proceeds in proportionate of shares in the property. Reason being the Buyer is required to deduct TDS of all the owners as per their shares, and file TDS return as per their PANs, hence requirement of both the certificates, from their respective AOs.

Sir, has form 13 been made mandatory to be filed only online. If yes, where can the same be done. The form is not available on e-filing website (In Forms other than ITR option). Thanks in advance
