Can we claim Exempted allowances received by arrear, but taxpayer had not file old years returns, so can we file form no. 10e for the same. it is compulsory to file old years itr to claim old years exempted income th. form no. 10E.

Yes, necessary. You can file updated returns of last two FYs. or upto last 6 years if you have any refund claim.
