The cost of capital is given as 15% then while calculating the NPV the discount factor is taken as 12%. On what basis the discount factor is taken as 12% ?

I think it's wrong and should take 15% only
It must have been considered after tax cost of capital
I think it's not the thing and they also didn't give the tax rate right
