I have cancelled a flat agreement and which cost me a loss of 4 Lacs. Is there any way in ITR where I can show this loss?

Thanks sir,
Goverment sucks in this regards. 1% VAT amount from the agreement is not refunded. I cannot claim it as LOSS either. Builder deducted 5% of agreement cost as well which I can't even report in ITR.
