if an assesse has received arrears of Salary in the current year (FY 2019-20) then whether form 10E is required to file now or it can be filled only after completion of financial year i.e. after 31.03.2020?

You will have to file after 31-3-2020 but before due date of filing return that is 31-7-2020.
