is it mandatory to file form 29B before filing of the income tax return?

Yes, Under sec. 115JB(4), Company which comes within the preview of sec. 115JB have to file form 29B. Form 29B has to be filed before filing your income tax return as the date of filing 29B has to be mentioned in your income tax return.
Form 29B will be applicable to companies in case of MAT applicability U/s 115JB
