if there is no transaction for the month of July 2017 whether we have to file Nil return.

whether we have to pay penalty for filing for return after due date. and what is the penalty amount

If I will not file GSTR-1 till 10/10/2017.we can't be able to file till 31/10/2017. as someone says that for filing of Gstr-1 portal closed the window.
