Today 10/5/22 , the Advisory release by GSTN :
A new tax rate of 6% has been introduced on Certain goods , vide Notification 2/2022 CT
Changes are being made in GST portal to include this rate in GSTR -1 .

As temporary measure Tax-payer who has reported goods this rate may do by reporting the transaction under 5% heading & then manually increase the system computed tax amount to 6%.

So do follow the above & file your GSTr -1 .
But it is very much clear that they do not get portal functional as per the rule framed.
