What is Education cess and secondary and higher education cess?

Education ces and higher education cess are the kind of duties imposed by central government on different kind of taxes.....like VAT, Excise, Income Tax etc.
These tax revenues are kept seperately and are spend only on education schemes of central government.
These are taxes levied on the purpose of encouraging education
