Full amount of reimbursement is taxable. No exemption, full or partial.

But I spent money for treatment and then that amount was reimbursed and treatment is continuing under the consultation of govt doctor. There is not any medical allowance from my department for us.

in this case will be taxable?

Yes...

No exemption it was earlier exempt
Though medical reimbursement is part of the salary and taxable but I think you can take Deduction under section 80DDB (section not sure) for specified diseases.
Deduction of expenses incurred on medical treatment of senior citizen also allowed u/s 80D
