is transit insurance included for the determination of assessable value for excise duty where freight not paid by saller

It depends on the contract and delivery terms entered with customer and suppliers
If responsibility of delivering the goods by seller, and materials risk and rewards getting transfered at customers gate, then the same shall be subject to excise duty.
