sir i have three states registrstion.
in one state i have excess credit.
to set off can show one state receipt in another state raise the bill with igst
is it petmittable transaction.

No credit can be transferred from one registration to another registration unless there is a supply. Here, I understand that merely because to transfer the credit bill needs to be raised which is against the law. Hence, it is advised not to have such transactions.

There is one option of ISD. You can explore whether this can be used for transferring excess credit

sir .my question is not transfering credit.
i have received amount frm telengana party.i executed work in telengana
but i have excess credit in AP
so can i raise the telengana client invoice frm my AP office mentioning Igst & delivery address to hyd

No u can't set-off input against the output of other state
