I am at the age of 41 and registered as a IPCC student in old syllabus.
I want to again apply in Nov 2017 then
Do I need to refer new syllabus?
Please provide some tips to prepare for
the examination.

As you said you are already registered, then you need not register again.
If the time period validity of registration (of 3 years for IPCC i guess, 5 years for final) then you can re-register under old scheme itself.
Do's:
- Make up your mind to attempt both groups.
- Finalise teacher's from whom you are going to take coaching and books you will refer. Take decision wisely [See books of friends, ask people who have recently given IPCC]
- Enquire about the upcoming batches and plan your time accordingly. Try to keep atleast last 2 months for revision.
- Be sincere with studies, cover 100% syllabus with clarity in concepts.
- Keep revising your subjects.
- Practice Manuals are must.
Don't:
- Doubt your decision about both groups, no matter whatever anyone says.
- Have second thoughts on your teacher. [Think to refer someone else only when you were sincere enough. Moreover practice manual are enough for practice]
- Incomplete notes.
- Procastination.
- Selective study.
- Incomplete understanding of topics.
