ewhole seller of gift item with below 20lakhs sales can I apply to GST .when I purchase they charge gst as a rewhole seller I also charge gst? if yes cost of product will be increases kindly clarify

You can take registration even not cross turnove of 20 Lakhs. By doing this you can collect tax from customers.
But have to fulfill all formality every month under the ACT

You can take GST regn voluntarily even if your turnover is below Rs.20 lakhs. This way you can take input tax credit on the GST charged by your seller, and your cost will reduce to that extent.
