YES, the e-way bill is required in this case. Here is why:
MAHARASHTRA INTRA-STATE THRESHOLD:
Maharashtra has set the e-way bill threshold at Rs. 1,00,000 for intra-state movement of goods (higher than the national Rs. 50,000 threshold). Since your motorcycle value EXCEEDS Rs. 1 lakh, the e-way bill is mandatory regardless of distance.
DISTANCE DOES NOT AFFECT APPLICABILITY:
The 30 km distance is relevant only for the VALIDITY PERIOD of the e-way bill, not whether it is needed. An e-way bill for 30 km is valid for 1 day from the date and time of generation.
WHO GENERATES IT:
For a purchase of a motor vehicle, the SUPPLIER (dealer) typically generates the e-way bill when dispatching the vehicle. If the supplier has not generated it and you are taking delivery directly by driving the vehicle, the REGISTERED PERSON (buyer, if registered) or the TRANSPORTER can generate it.
If the buyer is an UNREGISTERED PERSON: The supplier (dealer) must generate the e-way bill before movement begins.
PRACTICAL TIP: Confirm with the motorcycle dealer whether they have generated the e-way bill at the time of invoice. Dealers selling vehicles regularly handle this routinely. Ask them for the e-way bill number before the vehicle leaves their premises.
