Yes, it is compulsory to generate eway bill in case of Intra-state transfer also, however every State have different limit to generate it, in Delhi it is required to be generated if supply is above ₹1lacs
Further, if you are required to generate eway bill and not generate it then you can face Compliance issues as well as Penalty upto 100% of Tax involved & even ceasing of goods also
