GST E-Way bill is requires if Sale value is Exceeding Rs. 50K regardless of who own or who rents a vehicle. Seller, Purchase and Transporters are responsible for the same.

Now in your case since the Builder is transporting the construction materials ( like cement, steel, sand etc ) within the same site, E-Way Bill is not required.
