Eway bill for construction material on site

Is eway bill required in case
1 vehicle is taken on rent by some builder or
2 on freight basis by builder
And that builder using that vehicle to shift his material within same construction site....

Way BIll is not required in your case as it is within the same construction site. GST E-Way bill is requires if Sale value is Exceeding Rs. 50K regardless of who own or who rents a vehicle. Seller, Purchase and Transporters are responsible for the same.
Generation of E-Way Bill becomes mandatory when your Consignment Value Exceeds Rs. 50,000 by virtue of Rule 138 of the CGST Rules 2017.

Now in your case since the Builder is transporting the construction materials ( like cement, steel, sand etc ) within the same site, E-Way Bill is not required.
