Dear Experts,

We are running a bag shop in Madurai.  Last month we had placed an order for School Bags in Bangalore.  The supplier had billed the goods with 2% CST for a value of Rs.1.20 lakhs and despatched the goods through lorry to us providing our TIN details, etc.  However the goods were blocked by the Sales Tax Check Post authorities at Salem.  They were demanding e-sugam form which was not there.  We were of the opinion that e-sugam is needed only for transporting to Karnataka and not vice-versa.  Now that the check post authorities are bent on levying a penalty of Rs.25000/- to release the goods, we have turned up to you for suggestions.  Please advise us.  Thanks.
