ESIC registration

Dear sir/Madam,

My client from Maharashtra is providing labour services at Bihar and want to do registration under ESIC for his employees. All his employees are from Bihar and work also going on at Bihar only.

Then plz suggest me. In which state he requires for registratiom and other provisions if any.
