I think you need to use latest RPU for preparatio of return & 1.3 is not the latest one..
If You Are using RPU utility to Generate FVU File, Use the Latest version of RPU and select the deductor type in permanent information options
If on Compu office or like software, Go to Permanent information, under Deductor Details , Select Deductor Type from Drop Down List
