EPF ABRY Scheme wages related Question

Please advice regarding ABRY scheme EPF wages ceiling .

> Employee getting monthly gross wages Rs.17,000/-

Basic Rs.9500/- DA Rs.5250/- HRA Rs.2,250/- Total Gross Rs.17,000/-

Which component take ABRY scheme total gross salary or Basic + DA 

Note :

as per EPF Act Sec 2 (B) > Basic + DA = EPF wages .
