Who decides the rate of "Employer's contribution under NPS? As we know Its not mandatory for employer.So we can say Employee has to tell the employer the rate of contribution under NPS.Right? .Do employee has to negotiate while deciding CTC?

Generally its as per Employer's general policy, and it remains same for all employees, so that factor is not for negotiation.
