can article (pcc) can't take transfer without completion of six months ?

No there is no any rule !
any one can change his/her employer when he/she want !

no way there is no rule like that for sure.
If you want leave from office before 6 months, that period not counted to your articles period. you will again register as new articled student.
No no the person can transfer at any time during the articleship period.
Transfer can be takern anytime.
The requirement his transfer form singed by principal or his death or opting for industrial training (applicable for second and third year articles)
