Eligibility to make invoice from New Business Places address

I have a small question if the taxpayer has changed his business Places address in his GST registration portal and the address is still under process with jurisdiction officer. So, in this case the taxpayers can make Tax Invoice on new updated address which is not approved by GST officer? also with rule and provision plz...
