i hv paid gst amt by e banking. amt credit in cash ledger date 19/09/17. i hv gstr3b-Aug submitted 22/09/17 can i pay interest when offset liability. because cash ledger credit in 19/09/17 but liability offset 22/09/2017

No interest not applicable in your case. But, late fee is applicable for the late return.... 
It's applicable Rs. 400 /2 (CGST & SGST for two days)

it will be given back to your cash ledger as 21 council meeting decided no late fees for 3b only late liability interest..
