what is the procedure for generating eway bill in case of purchases by unregistered dealer ?

Seller will be create the E-way Bill...
Thanks Raja... But what if seller is also unregistered ?
Both are URD then GST not applicable. In case they ll transfer the goods by transportation. The transporter can create the e-way bill..
