Where goods in transit through another state while moving from one area in a state to another area in a same state.

Whether e-way bill is required for the above?

Yes .... if the value of consignment exceed 50k & transported by motorised conveyance .

Exception : Specified in Annexure 14 of Rule 138

Yes, if value of consignment exceeds limit of 50,000 then you have to prepare E-way bill for transportation
