have any panelty in future or currently? If goods sold via invoice with in 5 km and e way bill is not generated the goods is already delivered.

NO as the requirement of E way Bill is not necessary
If goods delivered then do not worryans go for ahead.. Ok
value is more than 1 lac
but whether distance is less than 1 km and good already delivered. Then and consequences in future.
It is required if value is More than the limit set by respective State govt
