No not Required.
As per Rule 138 , eway is mandatory is the movement of goods by motorised conveyance & The value of consignment is more than 50k.

Hence in your case the movement of goods not by motorised conveyance so No Eway Bill is required.

If goods delivery by hand(non motorized) then eway bill not required.
