I think Transporter ID is used instead of GSTIN to generate eway bill in case of an unregistered transporter. Hence compulsory only when you dont have a GSTIN of the transporter.
You can put your own GST number and transport goods later.
PART B SHALL BE FILLED BY TRANSPOTER AND HOWEVER THE GSTIN NUMBER CAN BE PUT WHILE CREATING E WAY BILL
