E WAY BILL

I am importing goods from Bangladesh through LCS but for transportation I have to transit go
ods at 3 station in which at one point my goods are transit through local truck (UNREGISTERED TRUCK OWNER ) and at second point it's through BOAT/VESSAL and at third point it's through GTA.

MY question is can

(1.) I sell goods at this transit point ( 3rd.transit point in my state and 1/2 transit point is inter state ).

(2.) how to raise e way bill for this transaction
