E sugam form for end user also? impossible?

Hi

I have an ecommerce site where people buy products.My courier companies asked for this thing called  e sugam but as far as my research on google is concerned ,it seems to be a form where karnataka dealers login and update.

How on earth can a dealer in maharashtra fill this form ? End user(consumer) is also not a dealer and products are for personal use only

I dont ship to many states like bihar or jharkhand and now karnataka too has some new requirement.Seems like the death of e commerce.

Any help is appreciated.My products are computer parts and accessories etc.
