No, only by whom whose tax paid during the year is more than 1 crore.

(i) It is only mendatory for those assessees who have paid Rs 50 Lakhs(in cash plus CENVAT credit ) or more in the preceedind financial year or in the current financial year.

In terms of Section 67(2) of the Finance Act, where the rent charged by a service provider is inclusive of service tax payable, the value of renting service shall be such amount as, with the addition of tax payable, is equal to the gross amount charged.
