Yes, TDS should be deducted.
My answer should be NO subject to Australian Company providing TRC and NO PE Certificate.

I have come across the same situation. Can you please help me in letting me know the stand taken on the applicability of TDS on the payments made towards procuring IP address from the Australian entity - APNIC Pty Ltd? This would be of great help.
