Can GST DRC 03 can be corrected as amount to be paid as late fees is wrongly paid to Tax Column.
Can it be changed?

No you cannot amend it , yes need pay again in correct head & claim the the refund for wrongly paid by furnishing RFD 01
DRC-03 once filed cannot be amended. However you can meet your jurisdictional officer since he will have to process the DRC-03. In that case either he can correct it if the option is available or he can reject the form refunding you the amount.
Alternatively you can file a refund application for excess tax paid
