How can a foreign Supplier who won a PSU tender, buy materials locally and supply it locally (PSU located in India).
Since he is a foreign national the payment to Indian Supplier will be in USD.
Is it possible?

Dear Mr Hardik,
The foreign supplier is a Company & has no establishments in India
Should he take a Registration as Casual Tax payer with an Authorized Person in India?
How about the ITC on materials purchased in India & sold in India
