No there is no exemption in Distance for Eway Bill.
As per Notification 12/2018 CT
Yes if the goods is tranported to Transporter place within State & within 50km , no need generate "B"part of Eway .

Consignor transporting goods to or from between place of business and a weighbridge for weighment at a distance of 20 kms, accompanied by a Delivery challan.
