Difference between act & rules.

rules are formed by the government without waiting...that is to say government has the power to form the rules on its own.. whereas when it comes to act government requires the approval from the Parliament...

act is the main document and rule are prepared for execution of the provision of the act.

any provision of the act can not be modified or added without the consent of the parliament while rules can be made by the ruling government by the relevant department
