Stamp Duty on Debentures

under section 3 securities of a pvt co. cannot be transfered therefore they are not marketable so no need to pay stamp duty

I want  to know the procedure of issuing debetures by unlisted public Ltd co. and also the documents, forms( alongwith there format ) required to be submitted and also the stamp duty to be paid in west bengal. ?

Can any body provide me the address of the stamp duty department at which the Debenture Certificate Stamp Duty issued at Noida will be paid. For Delhi I had processed application the department at which Consolidate Stamp duty is paid. However as being in Union List whether Noida duty will also be paid in Delhi or some where else. Pl guide.
