Inward and outward transportation comes under definition of input service under rule 2(l). Therefore the credit fir the same is available.
I think OP is talking about GST not Service tax.
Answer to OP: Input credit available under gst for Reverse charge supplies to liable recipient.

Yes, Just like Service Tax, GTA to specified recipients (registered under GST) is on Reverse charge basis.

Which amount to be paid to GTA. After deduction of gst 5% or have to paid out of service recipient account. Like rcm on purchase above 5000 from unregistered dealer.
