what is this delivery challan and how it is used??

A document accompanying a shipment of goods that lists the descripttion, and quantity of the goods delivered. A copy of the delivery note, signed by the buyer or consignee, is returned to the seller or consignor as a proof of delivery.
so if a purchase of equipment could not take place in FY 17-18...then will the vendor of equipment will get ready to give the buyers a delivery challan on 31.3.2018???
