Delay in submission of form 108

My articles ended on 02/06/2011 and my form 108 was submitted late by my friend on 12/07/2011. I was unaware of the late submission. I came to know about it only after some time. Due to personal problems i was able to follow it. In the mean time my emplyer died about a year later. I was unable to resubmit it because i lived in a foreign country with my husband for the past two years. Now i am back in India for. The letter send to me by the instuite requests me to submit it with fee for condonation of delay (Rs.1000/- beyond 180 days). The letter also states " inform us the reason for not submitting the form 108 within the stipulated period along with request for condonation of delay  for our further action in the matter."  Can anyone explain the what i should do next. Whether a letter would be more than enough along with late fee or something more has to be done at the time of submission. I am in Chennai now. Please help me..... Thankyou in Advance.
