sec 2 (86) whether small company can be public company?

No, the definition itself says a company other than public company
As per sec 2(85) of the companies act 2013, small company means a company other than a public company:
i) having paid up share capital which does not exceed 50 lacs or such higher amt as prescribed (5 cr)
ii) turnover which does not exceed 2cr or such higher amt as prescribed (20crs)

In section 141 (3) wt does relative is director or something else they were trying to say
Kindly refer the defination of relative as per section 2(77)
relative with reference to any other person means any one who is related to another if :
they are members of Hindu undivided family
they are husband and wife
one person is related to other in such a manner as may be prescrbed
any other person as may be prescribed is given as per Rule 4 of Company specification Rules.

brother(including step brother)
