Deduction under 10E

Salaried persons, who opted New Regime (u/s 115 BAC) for the first time this Assessment year didn't get the relief u/s 89(1) , Form 10E, is that exemption disallowed as there is scheme change

Many have faced this issue even submitting 10E before filing portal has not given relief....it is portal glitch
