Quick Summary
A business sold goods to a government agency in FY 2021-22 and received a cheque for less than the invoiced amount. The outstanding balance of Rs. 4,459 has not yet been received. The user is seeking advice on whether to adjust this shortfall against the capital account or show it in the profit and loss account. Suggestions include confirming the shortfall with the agency officially and investigating reasons like penalties or TDS deductions.

Are You asking the payment...???
What reply from the agency...???
Are You get payment advice...???
Please check penalty on delay delivery or TDS deduction
First obtain external confirmation from govt agency by writing a official letter to them.

After obtaining the reason for short fall , you may proceed accordingly
