if a purchaser issue debit note to the seller then seller is also required to issue credit note to purchaser.

The seller is not reqd to issue credit note in that case
seller has to reduced the credit passed on to customer by way of credit note and in such case GST portal of buyer will show such crrdit notes details in his GSTR-2A to provide matching of ITC.

If it's related their business related details If Purchaser give debit note / Purchase return then Seller will be issued Credit note and the Credit note will be shown in GSTR 1 return by seller...
Yes credit note should be issued by seller.
