Is there any law that customers will be compensated if covid vaccine is not effective? Can customers choose option between getting monetary compensation or free treatment? How is the government treating vaccines in accounts?

I trust the vaccines, months ago, some company announced compensation in case of problems after vaccination. I was wondering about how that will be treated in accounts, as I don't know how government's book keep apart from balance of payments.
