whether a petrol pump owner can avail input tax credit on input with GST??

no petrol pump is out of gst
Petrol pump owner can avail ITC on Lubricant trading
but lubricant are with GST and petrol pump are out of gst than how
ITC will be treat with lubes only not with petrol or diesel
